The MTCA was incorporated under the BC Societies Act on July 27, 1995 (incorporation number S-33986). The Mount Tolmie Community Association boundaries are Cedar Hill Road on the west, McKenzie Avenue on the north, Gordon Head Road on the east, Derby Road, Shelbourne St., and Cedar Avenue on the south, and additionally all residents on the north side of Mount Tolmie. Purposes of the MTCATo advance the interests and meet the community needs of members of the Association and the residents of the area known as Mount Tolmie in the District of Saanich.To promote the interest of the members of the Association concerning the physical, environmental, economic, social and aesthetic aspects of the community and land use and development. To be a resource of information about the area for the benefit of the residents of the area. To serve as a liaison between the residents of the Association area and all levels of government and public agencies. To foster meaningful community participation in all developments and land use planning for the Association area. To ensure that the community residents have a determining voice by democratic process, on all public projects within the Association area. To enter into various contracts, associations, or partnerships with various agencies to improve the well-being of the community. MembershipAny person who lives, or owns a business or property within the Association area and is of legal age may apply for membership as an active member; Any person who is interested in the operation of the Association who has been accepted by the Board of Directors may apply for membership as an associate non-voting member. Prospective members may join the Association by paying the annual membership fee.Mission StatementThe Mount Tolmie Community Association has been organized to foster a sense of community identity and pride among Saanich Residents who live in the Mount Tolmie area.ActivitiesThe Association was actually formed in 1993 and operated without a constitution for the first two years. During the 12+ years of operation a number of surveys have been conducted to help determine the concerns and interests of the residents. Residents indicate that they are concerned over personal and home security, traffic speed and pedestrian safety, parking from University students, and the development of Horner Park. Following is an outline of the current activities of the Association.To encourage community events-each July (first Wednesday) a picnic is held a Horner Park! Everyone in the neighborhood is invited and encouraged to participate. A traffic study was initiated and developed into an action plan with the assistance of Saanich staff and Council. Certain actions have taken place and more will occur. These actions are primarily related to pedestrian safety. A Block Watch Program has been initiated and is available to any Block in the area that wishes to get organized. An Emergency Preparedness program has been initiated and is available to any Block in the area that wishes to get organized. The Association participates in the Saanich Community Association Network to share information and promote mutual support with other Saanich Community Associations. In addition, a member of the Association sits on the Healthy Saanich Advisory Committee. The Association has been active in the development of the Shelbourne Local Area Plan. The Association supports the Saanich Community Festival Society-Saanich Summer Sunfest. Our Picnic is an official Sunfest Event! The Association produces newsletters at least annually which are distributed through the MTCA area. How to get involvedIf you would like to take part in your Association, please see the "Contact Us" section.AccomplishmentsA number of successful housing developments in our community as a result of working closely with developers and the municipality.Major Improvements to Horner Park in consultation with our community. About 80% of MTCA blocks now have Block Watch block leaders. Summer Picnics have been an annual event for over a decade and will continue in the future. A grant was obtained from the Ministry of Health to conduct a traffic study in our neighborhood. We have developed a traffic action plan for our area and since that time have obtained a number of improvements.
